That is shoddy.

Also, was that a plague or notice above the door, that’s been painted over.

If it’s that unimportant to paint over, remove it and then paint.

I’ve heard an effective method for dealing with the plague is to paint over it.

Well, it IS a light. I’m no handyman, but I reckon even  I could get something mounted up there in an hour or so.

My first thought was they still make those caged drop lights? My second was digging the juxtaposition of an LED bulb in one of those. Overall, I’ll give it points for creativity, but none for execution.

Yes, I’d rate it similarly. Duct taping a bit of flashing or other im permeable material would work well. But the duct tape is going to leave behind its adhesive... The plastic cage is a clever bit.
